Secondhand Dealers
The following property types are "regulated property types" in the City of Casper:
- Firearms
- Uncoined gold, silver, platinum
- Jewelry containing gold, silver or platinum
- Sound or videotape players or recorders manufactured with serial numbers
- Phonographs manufactured with serial numbers
- Speakers manufactured with serial numbers
- Radio receivers manufactured with serial numbers
- Compact disc players and recorders manufactured with serial numbers
- Televisions manufactured with serial numbers
- Cameras manufactured with serial numbers
- Slide or film projectors manufactured with serial numbers
- Sound amplifiers manufactured with serial numbers
- Sound equalizers manufactured with serial numbers
- CB radios manufactured with serial numbers
- Radar detectors manufactured with serial numbers
- Motorized tools manufactured with serial numbers
All persons wanting to engage in the business of secondhand dealer and deal in these "regulated property types" must first apply for a license with the city. The Secondhand Dealer license has a number of additional requirements in addition to those required for all business licenses. These additional requirements are as follows:
- Recordkeeping and transaction requirements-Property Identification Tickets
- Holding Period for acquired property- Ten days from date of acquisition

Unlawful Acts by Secondhand Dealers and Agents
- Acquire, by purchase or trade, any regulated secondhand property from any person under the age of nineteen years, unless the minor is accompanied by his parent or legal guardian, and the identity of such parent or legal guardian is noted on the property identification ticket;
- Acquire, by purchase or trade, any regulated secondhand property normally manufactured with permanently embossed or attached serial number, on which the serial number is missing, obliterated, defaced or otherwise altered; provided, however, this provision shall not apply to sticker-type serial numbers which were affixed to the property by the manufacturer with glue only and which are missing at the time of acquisition by the secondhand dealer;
- Knowingly or wilfully make any false representation upon, or in any way falsify any property identification ticket;
- Acquire by purchase or trade any regulated secondhand property from any person not possessing a valid Wyoming driver’s license with picture of the licensee, Wyoming identification card with picture of the licensee, valid driver’s license issued by another state with a picture of the licensee, current military identification card with picture of the identified individual, valid passport with picture of the individual named therein, or at least two of the following forms of identification: social security card, valid temporary driver’s license, immigration identification certificate, Casper Recreation card, lodge card, or major credit card.
Unlawful Acts by Sellers
- Give false information to any secondhand dealer regarding either themselves or the regulated secondhand property being disposed of;
- Alter the appearance of or conceal the true identity of the regulated secondhand property being disposed of;
- Dispose of any regulated secondhand property, the serial number of which has been altered, defaced or removed, unless same was initially attached to the property with glue only, and has inadvertently become detached;
- Dispose of, by sale or trade, any item which belongs to an individual who is under the age of nineteen years, unless the person is the parent or legal guardian of such minor individual.
"Secondhand dealers" are persons who acquire, by purchase or trade, regulated secondhand property in the the city as a result of at least six separate transactions per twelve-month period. Nonprofit charitable organizations that receive regulated property by donation or gift, rather than for consideration, are exempt from the requirements of the Secondhand Dealer License.
