CARTE (Combined Accident Reduction Traffic Enforcement) is a traffic
enforcement program involving the multiple law enforcement agencies of Natrona County.

Tipsy Taxi is a DUI crime prevention tool to attempt to keep intoxicated drivers off the road.  Tipsy taxi is a program that was established in the Casper Area by the Natrona County Alcohol Task Force.  The task force includes multiple local law enforcement agencies, the Natrona County Liquor Dealer Association, city officials, local cab company owners, & local prevention coalitions.
  • How the program works
    • The bartender or server from a local alcohol establishment will monitor the alcohol consumption of their patrons.  If the patron has had too much to drink, who had driven to the bar and has no other option of a ride home, can receive a taxi voucher from their server or bartender to get home safely vs. driving impaired. 
    • The bars are given vouchers and the server/bartender fill the voucher out, hand the voucher to the taxi driver; who fills out their portion and drops the patron off at home. 
    •  The vouchers are turned in to the Crime Prevention Officer for reimbursement at the beginning of the month.  The Crime Prevention Officer turns in the taxi billing invoice to a fiscal manager who reimburses the cab company. 
    • Monies for the program have come from donations from businesses, residents, customers, grants and participants of the program.

                In 2010 over 3,000 Tipsy Taxi rides were given to potential drunk drivers.
