Snow Emergencies
When storm conditions are severe, a Snow Emergency may be declared. Factors such as wind and temperature combined with current and projected snow accumulations influence this decision. A snow emergency may be declared when 4 or more inches of snow are predicted. The snow emergency will be declared 6 hours before the storm is predicted to begin and will be cancelled once the storm subsides and the streets have been cleared. If the forecast changes to an amount of snow less than 4 inches, the emergency may also be cancelled.
When a Snow Emergency is declared newspapers, local radio and television station are informed in an effort to alert the public. Residents may sign up to be called and/or emailed when a snow emergency is declared. To be added to the contact list
click here. In severe weather conditions, residents are advised to avoid driving if possible. The primary emphasis will be to keep the snow routes passable, until the emergency is over.
Snow Emergency Regulations
- Parking is not allowed on snow emergency streets during a snow emergency. If you are parked on the street, move your vehicle as soon as the snow emergency is declared. Enforcement will begin 4 hours after the emergency is declared.
- During a snow emergency, parking is prohibited on the streets located in the downtown business district, between the hours of 11:00 p.m. and 6:00 a.m.
- Ticketing and towing may begin 4 hours after the snow emergency declaration takes effect. The fine for parking on a designated snow route street during a snow emergency is $50.

Snow Emergency Classifications
The City of Casper classifies snow emergencies depending on accumulation and conditions. Different actions are taking depending on the storm. In severe weather conditions, residents are advised to avoid driving if possible.

0” to less than 4” of snow resulting in icy conditions and minor drifting throughout the city. |
All main arterials, selected collector streets, bus routes, around schools, hazardous stops, hills and all emergency facilities are treated with de-icing material and plowed if needed. |
| Category II |
4” to 9” of snow resulting in icy, snow pack conditions and drifting throughout the city |
All main arterials, selected collector streets, bus routes, around schools, hazardous stops, hills and all emergency facilities are treated with de-icing material and plowed. Some narrow snow routes may be treated with de-icers only. |
| Category III |
A major snowstorm amounting over 9” |
Concentration is given to all main arterials and emergency facilities. Collector streets, bus routes and around schools are treated with de-icing material and plowed as soon as possible thereafter. Residential streets may be treated with de-icing material and plowed if needed, at the discretion of the City Manager or the Director of Public Services. |
