About the facility
The city of Casper operates a state of the art solid waste facility. The city bales residential and commercial trash from all over Natrona County. The facility includes the baler building, landfill, compost yard, and the special waste and diversion facility (commonly know as the household hazardous waste facility). The facility is also home to one of Casper’s nine recycling depots and accepts electronics and metals for recycling.

Secured Load Ordinance
By city ordinance 8.40.100(a), all loads entering the solid waste facility must be secured in such a manner that none of the load escapes the vehicle during transport. Examples of ways to secure loads include: rope, bungees, tie downs, tarps or cargo nets. For instance, a pickup carrying loose leaves in the bed would require a tarp and rope to be considered secure. Violation of the secured load ordinance will result in $15.00 per load fee for residents and a $50.00 per load fee for commercial customers. Residents will be offered a tarp and bungees or a cargo net upon paying the fee.
Solid Waste Facility Rates:
The solid waste facility has rates for businesses and residents of Natrona County and rates for businesses and residents outside Natrona County. Some cities and towns have written agreements with the City of Casper and their residents pay the Natrona County resident rate. Items accepted FREE:The following items are accepted at the facility free of charge (some items are free to residential customers only):
- Metal items such as swing sets, bicycles, filing cabinets, desks, etc
- Non-CFC metal appliances such as ovens, dryers, washers, water heaters, etc
- Bicycle and other small tires
- Household hazardous wastes such as paint, oil, gas, pesticides, herbicides, cleaners, etc. from residents. (Businesses must qualify for CESQG and pay a fee)
- Flourescent light bulbs ($1 fee for businesses)
- Yard waste such as grass clippings, branches, hay, sod, etc.
- Electronics such as televisions, VCRs, digital cameras, computers, etc. (per pound fee for businesses)
Water Bills
Residents of Casper who utilize city trash services are provided one balefill pass on each water bill. One water bill is good for one entry and is good for one year from the billing date. The water bill pass is valid for one car, standard size pickup bed (4’ by 8’) or 8 foot trailer load of trash.
Water bill passes are also provided by the town of Bar Nunn, Evansville and a punch pass is provided by the town of Mills. All water bill passes are subject to the same rules.
The following items are not eligible for water bill use: trailers over 8 feet in length, non-standard pick up beds, commercial loads, non-friable asbestos, Freon containing appliances and tires.
Facility Hours of Operation
The solid waste facility is open Monday through Saturday from 7:30 a.m. to 4:00 p.m. The facility is closed on Sundays.
