Employees Group Insurance (State of Wyoming Plans)

Beginning January 1, 2020, the City of Casper participates in the Employees’ Group Insurance Plans sponsored by the State of Wyoming.  Please follow this link to the EGI Website for plan books, claims forms and more.  After loading the webpage, simply scroll to and click on the Active Employees page.

Long-Term Disability Insurance

Employees are enrolled in Long-Term Disability automatically and the premium is paid 100% by the City.

Voluntary Life Insurance

Employees may purchase Term Life Insurance at our group rates with guaranteed issue. Insurance may be purchased to cover the Employee, Spouse and Children. The premium is paid by the employee.

Participation in the Wyoming Retirement System is required by State Statute. 

  • Public Employee Pension Plan – the employee’s contribution amount 9.25 percent of gross salary.  The City contributes 9.37 percent of gross salary.
  • Paid Fire B Pension Plan – the employee’s contribution amount is 10.745 percent of gross salary.  The City contributes 15 percent of gross salary.  
  • Law Enforcement Pension Plan - the employee’s contribution amount 9.6 percent of gross salary.  The City contributes 7.6 percent of gross salary.  
457 Retirement Savings Plan - As another retirement savings offering, the City of Casper offers Mission Square Retirement. Participation is voluntary and the employee may start a contribution at any time. Mission Square offers Roth IRA, Roth 457 and a deferred compensation 457 options.   


 The City provides free confidential counseling services for all full-time employees and their immediate family members.  Three Trails at 307-237-5750.

All full-time Employees begin accumulating vacation and sick leave from the first pay period. Vacation time can be used during the first year of service with permission of supervisor.

All full-time employees can earn vacation days.  Vacation accrual rate is based on years of service:

  • 0 through 4 years: 12 days annually
  • 5 through 9 years: 15 days annually
  • 10 through 14 years: 20 days annually
  • 15 through 19 years: 22 days annually
  • 20 years or more: 25 days annually

Sick days accrue at 12 days annually for all full-time employees.
